With crops destroyed and dispensaries badly damaged, there's been uncertainty about whether Puerto Rico’s cannabis industry can survive such a devastating blow.
As a parting gift to the U.S. territory island of Puerto Rico, with seven months left in his term, in May 2015, governor Alejandro Garcia Padilla signed an executive order to legalize marijuana for medicinal use.
It wasn’t clear whether Mr. Garcia Padilla’s successor would honor the executive order, but on December 30, 2016 — three days before Ricardo Roselló Nevares was sworn in — The Health Clinic, the island’s first dispensary, opened.
