ANNAPOLIS, Md. —The Maryland state Senate voted Thursday to override the governor's veto of legislation that decriminalizes smoking marijuana in public and possessing pot paraphernalia.

The arguments for and against the bill centered on whether the state is sending the right message.

"You would be able, like this picture shows, to light up a bong behind the wheel of a car and none of these police officers would know if they could pull that car over, because it would be a civil violation," Baltimore County State's Attorney Scott Shellenberger said.

The General Assembly decriminalized marijuana in 2014, making possession of 10 grams or less punishable by a civil fine.
